NSP Biometric Authentication: To facilitate the distribution of scholarships under various scholarship schemes through the Ministry of Minority Affairs, the Government has taken action based on the results of the physical verification of institutes and beneficiaries for the academic year 2022-23. This verification was conducted by the National Council of Applied Economic Research (NCAER) and revealed several inconsistencies in the legitimacy of institutes and beneficiaries.

In response to these findings, the Government has decided to re-evaluate the applications and verifications involving SNO (State Nodal Officers), DNO (District Nodal Officers), INO (Institute Nodal Officers), HoI (Head of Institutes), and the applicants themselves. This re-evaluation will be conducted through a special drive that utilizes Aadhaar-based biometric authentication. This step aims to ensure the accuracy and legitimacy of the scholarship disbursement process.

NSP Biometric Authentication: Complete Process

To facilitate the timely disbursement of scholarship funds, all applicants are advised to ensure that their Aadhaar numbers are linked with their bank accounts. This linkage is crucial as scholarship payments will exclusively be processed through the Aadhaar Based Payment System.

All relevant parties (including SNO, DNO, HoI, INO, and applicants) are required to update their Aadhaar information on the NSP portal in accordance with the guidelines and instructions provided there. This update should be completed before 23.08.2023 to ensure seamless authentication through Aadhaar. For applicants below 18 years of age, the Aadhaar details of their parents or legal guardians must be updated.

Latest Update: The commencement of the NSP Biometric Authentication process is scheduled for August 22, 2023. Kindly proceed to the respective institutions for additional instructions and steps.

All students who applied for NSP Scholarship 2022-23 and have received the following text message on their mobile devices:

“Dear applicant, your are requested to get your bio-metric authentication done for your Scholarship 2022-23. Please update your or your parents/ guardian (in case of minor), Aadhar on NSP by 20.08.2023, if not already done”

These students are instructed to perform NSP Scholarship Biometric Authentication for their scholarship applications before 20.08.2023 at CSC centres in presence of HoI / INO.

Where to update Aadhaar for NSP Biometric Authentication?

By August 20th, 2023, all students must complete the NSP biometric authentication process for their scholarship applications. The biometric authentication process should take place at the designated Institute Camps arranged by the Common Service Center (CSC), and students should ensure their presence alongside the Head of Institute (HoI) or an Institute Nodal Officer (INO). The Common Service Center (CSC) has been granted the authority to conduct the biometric authentication process. Failure to complete the biometric authentication will result in the application being labeled as ‘Rejected’.

Don’t forget to bring along your NSP Account Details (including Aadhar Card, Application ID, Username, and Password) when you go to the CSC Centre for the biometric authentication process related to your scholarship application.

  • HoI stands for Head of Institute
  • INO stands for Institute Nodal Officer
  • DNO stands for District Nodal Officer
  • SNO stands for State Nodal Officer
  • CSC stands for Common Service Centre

Procedure of Biometric Authentication of applicants

  • Common Service Centre (CSC) VLE conducts camps in institutions for biometric authentication of re-validated applicants.
  • Applicants bring Aadhaar number and NSP user ID to CSC VLE for biometric authentication.
  • CSC VLE verifies applicant information using NSP biometric authentication utility.
  • If applicant details match NSP database entry, applicant information is sent to NSP-BA utility for confirmation.
  • CSC VLE captures live photograph of applicants after confirmation.
  • Biometric authentication is performed by CSC VLE upon successful validation.
  • Successful biometric authentication data is stored in CSC database.
  • NSP portal updated with biometric authentication results and transaction details (success/failure).

Procedure of Applicants Re-validation of by INOs/DNOs

  • Biometric authenticated applications successfully accessed through INO logins will be available for re-validation.
  • Re-validation will be initiated for INO logins if both the bio-authentication of the Head of Institute (HoI) and the Institutional Nominee Officer (INO) are successful.
  • Students will receive an SMS notification indicating that their application has been sent back to their respective INOs for re-validation.
  • If INOs do not re-validate the applications by the final cut-off date, the applications will be escalated to the Senior Nominee Officers (SNOs) or District Nominee Officers (DNOs) logins for re-validation.
  • During re-validation by Level 1 (L1) or Level 2 (L2) officers, applications will be categorized as either “Accepted” or “Rejected,” with no additional options available.
